They are being taxed by leaving their engines idling, Don.
With the TAX on TAX (on tax) taxation system we have for motor fuels, they are probably paying their fair share.
Maybe when fuel goes over $2 a liter this will change because obviously the price isn't high enough yet to prevent this type of behavior!
