While I agree that your neighbor is insensitive and impatient, legally she is not at fault. Would have been a nice gesture to come over and make sure the kid has a way to get a new toy, even if it would mean chipping in for it. But it didn't happen. This is why you are upset, because she is insensitive. But IMHO you need to let it go, spend $100 and get a new one. If you go over there, she will not understand why you are upset or even concerned. Neighbors do not have to be friends, but you do have to have a neutral relationship at the least. I am always extremely careful not to escalate anything with the neighbors, unless it is very serious. So not bringing this up further will help in that regard and it will be $100 well spent.
