Remove the tiny screws to disassemble them. They can be a bugger and might require drilling but new ones can be picked up at Ace Hardware.
New seals are available from our host.
If your frames are aluminum, they can be polished and/or re-annodized. If they are brass, they can be re-chromed. Both can be painted. Good prep is the key here. I'd suggest media blasting.
