The answer to your original question is really a matter of simple supply and demand economics. If you live where there are just a few 914's around, you might expect to pay more than we might here in California. Your profile indicates that you live in AZ which should also be a fairly target-rich environment for well preserved 914's. I personally would pass on this car and find one in better shape. From your description I can't imagine paying more than $1K for this turkey. Lastly, in my opinion any reported "rebuild" that does not have documentation of the work performed should be considered suspect.
