Do the easy stuff first.
Disconnect at the bell housing, then grab one end and feel for smooth operation. Then grab the other end to see if that is the culprit. If both move smoothly then clean and re-assemble and check for smooth operation.
With a helper you can also check that the throttle will go full throttle as well.
