Doesn't care? Or doesn't know?
It doesn't seem like much extra effort (particularly if you do this stuff for a living and have all the shop manuals lying around listing the various torque specs) to do it the right way. I always have to use the impaling screwdriver technique of taking off an oil filter after a shop's done the last oil change.
