not true at all. in fact, while i agree that vacuum type bleeders don't work (i'd say they suck, but that was the obvious joke) the best way to do it is with a motive power bleeder.
the key is to have the nose slightly higher than the tail, and to make sure to never let the fluid in the reservoir get below the pickup hose.
also, the high pressure line is known to balloon, causing these problems. it fails from the inside, so you can't see the problem by looking at the hose.
