Hi Greg,
That's a vacuum port for the distributor. If your car doesn't have the original vacuum advance distributor (060 I believe), these need to be capped or you have a vacuum leak. Best would be to remove the carbs and replace that metal spacer with the bakalite one from a pre-'68 car. They are available on-line for several sources.
Another option is to run a piece of vacuum hose between the two ports.
