I'm no car valuation expert, but I'd argue that this is defined by the buyer.
Example being: The car is in perfect working order but has had the A/C removed. Does that mean it's not working? I could see how some buyers would be concerned and others couldn't care less.
IMO, my car is a solid 2 but has A/C and radio removed. Some buyers would argue it's not original and devalued, others wouldn't blink (possibly like it more) and take the car for what it is/I've made it.
