I think your description 'brand new sheet metal for the floors. (not installed)" could be a big clue of why the car is for sale. There is nothing easy about replacing the floors in the car, especially if it currently has a complete interior that will need to be stripped out. To do the floors correctly pretty much requires a rotisserie and the room to work with it.

That is usually the point of failure in the good intentions of restoring any car. The owner gets all the parts ready and then realizes what's ahead and throws in the towel. Reality sets in and they realize it's better to sell the project before getting in over their head and rendering the car worthless.

Those missing turn signals could easily set you back $500 these days. Just for a decent set of driver quality lights. Missing parts of any kind on these cars are now very expensive and add up very quickly.
Better to spend the extra bucks on a complete rust free car and be way ahead of the game.
