Sounds like the confiscation was justified but not giving the stuff back after he got a clean bill of mental health was uncool. That's the issue - once they got your stuff, it appears it is really tough to get it back. If it isn't just government bureaucracy, I guess they don't want to be "that guy" who gave back guns to an individual who went postal anyway.
