It looks like someone cleaned it up with a wire wheel and then painted the things that come off easy in black.
As it sits, with no history and no leakdown, it's a core that's worth maybe $750 to $1K as all the expensive parts are missing (ie. fan).
It's really not worth much even in this market if you cannot establish some sort of history or work done (or if it was even running at the time of being pulled).
