Register it more than 25 miles from the nearest MVD testing location and you're exempt from emissions. Prescott, Flagstaff or even an area on the outskirts of Phoenix will qualify.
If you live in the town of Phoenix or Tucson you could try denatured alcohol. A bad person would get the tank very low, add the alcohol and then go to emissions. Pass, and then fill the tank with gas to dilute it. I, of course, would never do this, but you could, if you were a bad person....
