Insure it with one of the collector car insurers like Hagerty. Then change the titling/registration to reflect its collector car status and it will be exempt from emission testing. I found easier to work with one of the franchise titling services rather than the Motor Vehicle Department. The insurance company will notify the MVD when you purchase the insurance. Hagerty calls their insurance classic rather than collector and it was necessary for Hagerty to fax a letter to the titling service explaining that their "classic" was indeed "collector" insurance. Worked for me with my '88 911.
