California started issuing these Blue plates with Yellow letters in 1969. They started with 000 AAA in 1969 and ended the run in the early 80s when they completed the 999 ZZZ plate. They started doing one number three letters then three numbers at that time on blue and yellow plates (1 AAA 000). Currently we are on the number 7 in that run.

I can confirm that my blue and yellow plate issued in May 1975 was issued AFTER 471 GHL. My plate is 000 MXX. The key letter is M. (The 0s and Xs are there to shield my actual plate number.) Plates manufactured 1975 and before were made of steel. Later plates were stamped out of aluminum.

So based on the light surface rust and the letter "G" I would guess this plate was first issued in 1974 or 1973.
