Not normal! Let's start with what you know. Identify pads, rotors by brand. When was fluid changed. What type of fluid?
How many miles on the car? What service history can you tell us about?
I think you're getting pad transfer to the rotor which feels like warped disks. The good rotors don't warp easily. As far as pedal travel goes, you could have a bad bleed with trapped air or need a master cylinder.
