This is a Shintaro Black Paint Leica M2! (not mine) Shintaro is the best of the best.

The problem is it can take over a year before you get you camera back.

No, per your linked Ken Rockwell article it says:

Corrected for inflation would have put it's price back then around $448.22 or so...

It might lose some of it's sentimental value if you were to paint it a different color than what your Grandfather wanted, and bought. I think it may be better off displayed with a placard explaining it's patina rather than covering it up.

Why would you do that?

As noted full disassembly would be the only way to do it right.

Is there a concern with what kind of paint can be used?

Would there be a risk of off gassing that might coat critical parts?

But seriously, I'm no expert but most black cameras I have handled feel like it is some type of powder coating or a baked on enamel.
