If that is a single layer for each floor, there must be steel reinforcement bar embedded into the lower prefabricated plane following the rule of; top is in compression, bottom is in tension. The rest of that wire may be for thermal expansion and contraction.

The ancient Romans had this technique figured out when they built the Pantheon over 2100 years ago.
