These thieves go out and steal multiple cat converters because it is so easy, quick, and profitable. The paperwork and court are part of the cop's duties to put the bad guy behind bars. Of course, the DA's office has an integral part in the process, but the street cop cannot worry about the DA's actions or inactions. This is something we learn very early in our careers.

Makes sense. In my town they are starting the process to install Flock cameras. I guess time will tell if the crime rate will be changed for the better.
