Why is it nearly impossible to agree on a GOAT?

If Titles are the measure, Bill Russell, who is just a great man, is the GOAT.
Eras do matter to me. The level of competition in the players era is a factor: Anyone know George Mikan? Magic. Bird. MJ. A kid on the West Coast who has changed the game. One more!
