Someone breaks into my house with a weapon, I'd kill them, not shoot them. I wont rely on a millisecond of "hope" that he doesn't hurt my family.

But the fact that the snipers are there can
A deter terrorists from doing something at this particular venue
B the snipers are there to check potential threats when somebody calls out suspicious behavior on the ground
C while checking they might identify the threat as live and at that moment they might take out the threat , or at least part of it.
