Both the YF-22 and YF-23 met the technical requirements. According to several documentaries the YF-23 was faster and stealthier but was technologically more advanced which resulted in the selection committee having less faith that they would be able to produce it without major cost over runs.
In other words they chose the Corvette over the Ferrari because even though they both can make the lap in the required time, the Corvette is cheaper and easier to build even if inferior.
In the JSF competition the F-32 would have been significantly different than the X-32 where the other prototype was close (relatively) to what the production article is.
I would like to know what Joe Lanni was flying when the two above were being evaluated.
