That is a cool shot.

Look at the way the water stream twists as it exits the pipes. Is that natural or is the pipe rifled to make it do that?

I believe those are overflow pipes that have nothing to do with the rotation or flow path through the hydroelectric turbines, so I would assume it's simply due to the coriolis effect.
