On a vaguely related note (That 70's Show), If you watch NCIS, and you're familiar with the "Nick Torres" character, it's hard to believe that it's the same guy.

clearly not in your first pictures it's very visible that people behind the accident are in a jam
and people passing the accident aren't speeding up as much as they should... because they are busy looking at the accident. and taking pictures.

There's only 2 things anybody should do when the last merge has been done :
1 Look ahead
2 accelerate as much as possible to allow as much people as possible to pass as efficiently as possible.

look up bernoulli principle
If the diameter reduces, velocity has to increase

If it doesn't , somebody or thing is blocking things.

if you are looking and not accelerating
and leaving room between you and the car in front of you, who already pulled away
you are part of the problem that causes the T jam.

And it works even after you pull away, because the bigger the gap behind you , the more it shows to the traffic jam, that the one behind you is causing the jam
Over here cops can and do issue tickets for those.
