Float in Nebuta festival in Aomori Japan. The floats are metal frames with painted paper glued to it and lit from the inside like a big paper lantern. It's one of the more vivid memories from when I was in Japan as a kid.

I'll bet that's not the driver. The woman (I'm sure) who was stupid enough to do this undoubtedly was also stupid enough to instinctively get out of the car once it stopped. The open door would support my theory. The only thing missing is water rings and bubbles.
