Those are IDF uniforms. When in Israel not only do you see soldiers here and there with guns, but the police all carry M-16s too, and some civilians carry rifles, or pistols in a belt holster, as well. I definitely felt on edge when I was there ten years ago, and the police are always looking out for danger. When I entered the plaza where the western wall is I stopped to put my camera away in my backpack because it's considered rude to take pictures of people praying at the western wall. Well two police officers see a long haired kid taking off his backpack and opening it up, and start running toward me. But within a half dozen strides they see I am just putting my camera away, and they are suddenly start walking nonchalantly off in a different direction, but they were still watching out for danger. Talk about tough job. Anyone can be a suicide bomber, and they are trained to take a head shot if they think someone is going to set off a bomb.
