Because when you only drive 1/4 mile you don't need a cooling fan, and you don't need an air filter, but it's nice to have an oil filter.

I get the "no fan, no air filter for a 1/4 mile" part. ... it's just that why then have the added drag of pumping oil thru a filter? (a cheap POS at that) Certainly the oil will stay clean enough for quite a few runs. VW's have a screen around the oil pick-up - that should suffice.
