Yes it is. I go to Cal Poly SLO so I hiked up the hill behind campus. I have been on Bishop's too.

Nice pictures. I don't have the skills or equipment for even Cerro San Luis. I tried it with my very old bike and it was not working. I can't cope with such rocky terrain on the up or downhill. I tried some downhill and scared myself out of my mind thinking I was going to endo after hitting a ditch or rock. I will stick to the canyon roads.
Too bad there is only Prefumo/See Canyon and Turri Road as far as twisty stuff (although Highland Drive as you go up to the trail head on Bishop's is nice but short). Which means I come home to ride in the Santa Monicas often.I also got lost on the way down Cerro San Luis. I ended up way out in that open space and eventually found my way to the Madonna Inn grounds. Nowhere near where I started... In my defense, it was my first (and only( hike up there and this was the view (so no nice shots of Bishop's ).
