Failure to reduce speed to avoid an accident. Fine and points. At least it's on record that it was his fault. This guy has issues... he's very lucky he got of so lightly. I'm sure there will be a next time, I hope there's a witness and I hope he doesn't hurt anyone in the process. Bad karma his way.

Cool! Hopefully next time he gets hit with something more serious. Probably only castration would fix the problem.
