To keep the wing spar out of the cargo area... above it.
Cargo needs to be low for ease of loading and balance.

Passenger can be either, plenty of high wing pax planes. Just no spar through the cabin, hopefully.

If I may add to this.

High wings on military cargo aircraft is also because of the rear cargo door. The wings and spine of the aircraft are as one and support all the structure below. The spine supports the tail and when the rear cargo door is opened, the spine would keep the tail from buckling and falling off.

However, there are exceptions. Such as the 747 cargo and Dreamliner Guppy. They are constructed with opening nose section or fuselage sections. No big cargo door at the rear.

Also, high wing cargo aircraft do not need special lifts for loading stuff like on a 747 freighter. and rear cargo door good for airdrops.
