Are only people in LA this self-absorbed or is this prevalent throughout our country?

While riding my motorcycle home from work tonight, I came to a corner of a big boulevard to make a right turn. There were 3 cars in front of me. The light turned green, but the cars had to wait for pedestrians. Mind you, all 3 cars and myself had our turn signals on and we were tucked in next to the curb in the lane normally used for parallel parked cars, so as to allow regular traffic to continue straight ahead. This is a particularly wide area, so you could probably have 3 cars side-by-side in the width of the regular traffic lane plus this parking lane.

A jogger was jogging along in the street. Why, I'm not sure, as there was a perfectly nice wide sidewalk available. But as the cars and myself were lined up to make a right, blinkers on, next to the curb, passive-aggressive DB jogger took the 18-inch wide path between the cars and the curb. Instead of doing the common sense thing and going to the left of the stopped cars (which would still have left plenty of room for the lane of traffic going straight ahead. DB jogger bravely forged ahead even as the right-hand turning cars started rolling forward to make said turn once the pedestrians had passed. I could see it all developing, sitting atop my motorcycle. No reason why the jogger couldn't have. Obviously, the BMW immediately in front of me (not expecting a pedestrian on the street and in his mirror's blindspot to try to pass him on the right) almost took him out. To which DB jogger (now at the level of the BMW's A-pillar) stuck his hand out in typically entitled fashion to make the BMW stop short.
