If he wants to spend $40k he can find a nice low mileage 997 cab. Maybe not only 4000 miles, but in a non collector car who cares?

The cars you are looking at are irrelevant to your friend, at least I assume. The 4S was a limited edition model with the turbo wide body and AWD, and is frequently seen as the ultimate "regular" 996. The turbo is a different animal entirely, and can easily be found in the $40k range and below.
Here's the results of a 30 second Autotrader search for a 2005+ 911 convertible (997) with under 45k. Porsche 911 Convertibles for Sale in Wichita, KS 67226: cars between 1000 and 45000 - AutoTrader.com 39 cars, most of them at dealerships. Which means that a little searching can easily yield privately owned cars selling for less.

George, I would also suggest Craigslist, cars.com, and EBay. Checking all will likely yield some additional cars. Widening the search radius as suggested is a good idea too. These aren't rare cars but they also aren't Camrys, sometimes the perfect car requires a trip. I normally look within 500 miles.

A dealership told my friend that he would have to purchase the LN Engineering Retrofit Kit himself, and they would install it for $2,500.00..............WTF?
I'm not sure which dealership he was talking to, but I told him the independent shops to deal with are in Southfield and Farmington Hills, 45 minute drive from Ann Arbor. Owner supplied parts are typically not the way to go when dealing with automobile repairs. The shops have a lot more pull when it comes to getting warranty work done than a non-attorney car owner in my opinion.

You identified the issue in your first two words: "A dealership". They also may hesitate to warranty the work, as the parts are not Porsche OEM. The previous owner of my 996 had the clutch, IMS, and RMS done at an indie in Tulsa for about $3k including parts.

If you take a 911 turbo, there was a long time where you could go pick up 996 turbos for $30 grand all over the place and now you don't see them as much, they're $35k - $40k, so there's been some appreciation.
