First, define fly. A couple Mercedes flew at Le Mans back in the 80s. This might do the same.

1700 pounds, not bad for a homebuilt turd. He could shave weight if he lost a couple wings. He might need a bigger motor. Perhaps a J79?

I think he has some weight to power issues on top of all the obvious.
Give him credit for trying with few resources. No FAA there to pester him, nor to save him from himself.
