Why not just revert to seaplanes? . Then take-off/land into wind in the bay. Build over all the airports.
Course the people in the middle of the country will then have to travel by train instead unless they live near a Great Lake.Same problem when you get to your destination. Why not just leave things as they are; it works.

The more I think about this, the more I wonder why the federal government hasn't already mandated this. They seem to excel at creating huge problems to fix small ones.
