Why not just revert to seaplanes? . Then take-off/land into wind in the bay. Build over all the airports.
Course the people in the middle of the country will then have to travel by train instead unless they live near a Great Lake.Same problem when you get to your destination.
Why not just leave things as they are; it works.

Actually, there are some VERY large lakes in the middle of the country. Check out a satellite map of Oklahoma.
