They are really just a deal between the service provider and a municipality. "Dudes, we will pay for the installation, operation, and maintenance of the systems and rev share with you. When someone runs a light we will send them "a ticket". The beauty is the majority of people will just simply pay it not realizing it's not actually a ticket but a bill from a private company with no legal authority to enforce vehicular laws." In those situations they can't even send it to collections as there was no mutual agreement to compensate for services rendered. Literally anyone could stand on a corner with a camera, snap pics of people rolling right on reds then send them a bill. It'd be the same thing.

A relative got an automatic camera ticket in Florida for stopping in the crosswalk to make a right turn.
The state sent the ticket to an old address. When she finally got it, buku dineroes were added onto it in fines and fees. I think all the extra fines were contested. I don't know the whole story, but Florida was threatening to "take away her driver's license" even though hers was issued by Michigan. |

I see those covers on plates once in a while here but yeah, they're illegal and might get you some unwanted attention the rest of the time.
The move around here is to drive a new looking car and just never install the plates. Leave the little piece of paper from the dealer on the windshield. One of my exes got pulled over a long time ago in her one-year-old Benz w no plates. Cop asked, "where are the plates?" "In the trunk." "You need to put them on." "OK. Do you have a screwdriver?" ![]() ![]() Doesn't work if you drive an old hooptie, though.

IIRC in CA you have up to 6 months before the plates are required.
Steve Jobs never wanted plates on his car so every 6 months the MB dealer would drop off a new car for him.

This should be legal because it doesn't conceal anything. It only adds extra IR light to subtly enhance the beautiful colors of the plate(which also happens to blind cameras). But of course there is a blanket statute for everything possible under the sun.. Downside is you don't know if it's working, needs juice to work, and IR bulbs will wear out after less than a year even though they still "look" the same. |

There was a lawsuit in Houston to this. The green to yellow to red cycle did not meet the state timing requirements. Houston had to remove all of the cameras.

Recently, I heard that municipalities had to register red light cameras with the State of Texas, and since there are zero municipalities that have done so, all of the cameras in the state are being operated unlawfully.

yeah that was it, the study. Texas Transportation Institute did a study, recommended lengthening the yellow. I had to do a presentation on the subject 12 years ago. Sadly, my state rep was the one responsible for the cameras, and I knew the lobbyist who put her up to it. They don't do much lobbying anymore, and she's long gone.
