This has happened to me in NYC several times. All I do is parallel park blocking the spot from entry and go get a cup of coffee... I say to them; 'you're going to be standing there for quite a while...' Works every time.

This is what I'd do, if I could not ease into the spot. They are not parking there, that's the bottom line.

Years back when we did a job in Chicago I saw on the news they had outlawed the reserving parking spots with lawn chairs etc.
On that trip we learned in Chicago you don't pick a restaurant and try to find a parking space. You find a parking space then find a place to eat near it. On subsequent trips we declined the rental car and used that money for cab fare (did the same in Boston).

Lack of parking is such a common problem and the politicians and and city leaders that make the decisions to build another building on top of a parking lot are the real problem.
Downtown OKC has a great entertainment district. It is full of restaurants and bars and right next to where the NBA team plays. We don't go down there often because it is a pain to park. I refuse to pay to park just to go to a restaurant. I will stick to the suburbs and go to places with tons of parking spaces. And I really love my 3 car garage and I can park 8 cars in my driveway if I have guest.
