Odd fender issue

I removed my drivers side fender on my 83 and replaced it with my undamaged one but, now i have an issue with the fuel filler neck it seems. I went to fuel up after i got it done as i was almost out and when i put attempted to put the hose nozzle in the filler it was almost as if something was blocking it wouldnt slide all the way it like it used to. anyone have any advice for me or pointers?
