That's because pins are not soldered here, but riveted.

Here is my DME relay that was giving my issues starting the car. Sometimes it would start, sometimes it would not.

Yellow arrows are the mounting posts that had bad solder joints , came lose and allowed the board to vibrate. I re-flowed those.

Red arrows are electrical contacts that had cracked, you can see the crack ring around the post. So I got intermittent contact.

Easy enough to re-flow the solder and fix that connection.

Article confirms my suspicions.

Combined with inconsistent welds ( wave soldering can be a tricky process) the vibration is causing our issues.

Cant to anything with the welding but is their a way to isolate the relay where its mounted?

Support the bottom, i.e. the other side opposite of the mounting tab, so the relay can't vibrate.

I ash canned the stock DME and replaced it with the electronic after market one. FOCUS 9.

Mine is not. (Backup #2 is sitting on the tab #1 is in the glove box.) The relay harness is so stiff it's not flopping around anywhere. You could throw a bit of carpet remnant under it if you don't want it resting on the pan.

are the damaging vibrations coming from the floor or from the internal "solenoids" ?

It's very simple! The "L" shaped mounting bracket of the DME relay causes the body of relay to be mounted cantilever, i.e. body of the relay is above the floor and then vibrates.
A spacer needs to be placed between the DME relay and the floor to keep it from vibrating. Yes, it still gets vibrations from the floor, but its own additional vibrations are minimized.
