missing fuse question

The driver's side rear tail lights are out on my 88 turbo cab. I switched bulbs with the side that is working and the working bulb now won't light. Looks like it's not a bulb problem. Next I went to the fuse box and to my surprise I noticed the slot labeled 5 is empty. The cover said central locking system but the power locks work fine. What am I missing? I still need to figure out the tail light problem but find it curious that a fuse would be missing.

Does the Bentley show (or your fuse diagram) show a fuse for the read TL?

Not that I can see. I see rear fog lights, parking lights and rear turn signals but not anything about rear tail lights.

What color wires are connected to fuse #5 location? I believe green/red is tail light. Sorry, its gray/red.
