I say new. The "bumps" on the surface are too large and distinct. I'll see if I can find another picture for comparison.
Here you go - compare that badge to these: http://forums.pelicanparts.com/showthread.php?t=446307&highlight=hood+crest

My opinion only. May be factory, but not 68. However, having read this board for several years I have learned that Porsches usually have an exception to every rule.
The back of the badge does not look to be period correct for the early badges because it is thick and solid with no reverse impressions of the front details. Also, the pins are not showing any solder--they are too clean. Finally, the picture of the horse seems to be too "thick legged." The early badges had a horse where the legs are thinner and more delicate. All that being said, I could be wrong as there is no telling what odd things appear on cars over the years that the factory applies. If I were thinking of buying this badge, however, I would not bet on it being from a 68 though it still could be an OEM badge.

Fake for sure, this is what real ones look like. The orange bar crests were used up to '74 MY. The red bars came in '75.

I know this is a post from almost six years ago however I thought I'd resurrect and chime in. This is a aftermarket piece but not manufactured with all black stripes. At some point someone removed the red cloisonné stripes and painted those areas black. It's similar to a crest we recently refinished for a customer:
