yup Bluebullet has got the right answere, All it does is change the resistense reading of the intake air temp sensor this tricking the ECU to thinking its very cold out, wich adds more fuel and plays with the timming. You might get 5-8hp but 20 NOOO WAY

Basic Laymans explanation as I understand it:
Cars can be tuned to run economically and save fuel or to run a little richer (more fuel) to gain a little performance. This does result in the engine not running so smoothly - hence race car engines are quite lumpy at idle. The added fuel will make a more volatile explosion within the engines cylinder and the timing is adjusted accordingly to allow that explosion to take place. In an instance where ONLY more fuel is added to the mixture and the timing is not adjusted this means you will just lose the extra fuel through your exhaust and not make any use of it - hence the timing is altered to allow more fuel to enter the chamber before the spark ignites it. Too much fuel will result in no air being present for the explosion to detonate which is where the term 'flooding' the engine comes from - quit simply the combustion chamber is full of liquid and so cannot ignite. Race cars idle on the verge of flooding because more air can get in when the car is moving due to the increased pressure.

This "device" is designed to connect to the "feature plug" on the DME harness.
Mr. Wilk should be able to shed some more light on this, but the basic idea is to change which maps the DME uses. One example is altitude compensation. When you go above about 4500 ft, the altitude switch closes and "tells" the DME to change the mapping. Again, Mr. Wilk is probably your best source for info.
