You may resort having to trace some wiring. I had an issue with the driver's side high beam. Turned out to be a burned out connection. Pull Connector A from the rear of the fuse panel and perform some visual/conductivity tests.

I ended up replacing the entire fuse block and connector A due to loose connection pins.

I once found the lever had come out of the indent in the switch in the steering column.
You could pull on the lever but it would not change the headlights.

Might also check there, or the steering column switch.

Had the same issue with my headlights when I first got my 944. After hours and days checking and troubleshooting I found a wire right behind the headlight assembly that had the insulation worn off and was grounding out against the back of the headlight frame. Where the headlight harness flexes all the time when the headlights go up and down, the wires were rubbing against each other and against the headlight frame. Check there on both sides, easy to get to and you don't have to take anything apart, hope that helps.
