99 Power seat recline not working - Help

The backrest both Driver and passenger side don't work. A week ago the driver side worked, don't know when the passenger side quit. All other seat controls work. When I push the backrest button I hear a click of the relay in the control module. I removed the seat yesterday and put a volt meter on the power terminals (on the control module) after removing the connector that goes to the motor. When I actuate the switch the relay clicks for a second and clicks again with battery power coming on for a sec. I hooked up the battery to the motor and it doesn't turn the motor. I imagine the motor is stuck. Any ideas on how to get to the motor?

On the passenger side actuating the switch doesn't give any clicking sound on the control module.

Any schematics or diagrams will help. I am assuming the fuses are ok since the control module is clicking.
