Question new CA rules on post '67 cars from out-of-State?

this appeared in recent Hagerty article on salvage titles

"California recently deemed any post-1967 car (when the state adopted its first emissions controls) that wasn’t actually sold new with California-legal smog gear to be unworthy of a California title and license plate."

this is repeated again in Classic Motorsports Sept 2020 issue article on buying/selling out of USA p.57

if true it rather upsets our expectation that pre-'76 911's are smog-test exempt & would make buying that lusted-for car on BaT etc a more harrowing deal

If you were to move to California with older Porsches or even 356, which were purchased and titled in another State, do you still have to have smog tests performed? My years are from 1958 to 1989. Thanks guys!!

Wonder if its specific to salvage title as the title of the article states.The bigger question is who at CA DMV is smart enough to know what is correct smog gear regardless of where it was originally sold? Buy an aftermarket CA emissions sticker, put it in your window and smile.

right, great point. the OBD only places are generally either the owner or his 16 y/o nephew doing the tests and they don't know what to look for even if the DMV gives them a microfiche blow up of the motor from 1967.

for OBD is the shop or the individual inspector that has to be certified with the state?

there are fewer and fewer of the rolling testing stations around these days and I see that as telling. that's a ton of equipment and space required to keep for a very small segment of cars. when that goes away that's when cars that are not OBD compatible are in trouble, or will they go back to simply sniffing tail pipes?

I wish they would go to just tail pipe emissions. The "illegal" cars I have built all improved HP by nearly double and emissions improved.
Hell they run cleaner than a VW diesel.
