All that site does is mirror Copart.com which is where those cars are sold. Some of them are able to be purchased by an individual. Some require a Dealer's License and some can be purchased through a broker.
To bid or find a broker you need to register with Copart. Here is one of the Porsche's listed on the site the OP linked to. Another couple of factoids, all bids before the actual start of the sale (which is listed on the right) are cancelled when the sale actually starts. So it's pointless to bid on something until the actual date and time of the sale.
Repaired Cars with a salvage title will need to go through your states DMV to be able to obtain a normal title. What is required to obtain a normal title varies in each state so check your local DMV. The salvage history of the car remains though and shows on a CarFax report, and some titles are branded salvage repaired as well. |

Nothing you can do to avoid the fees... but I use autobidmaster.com which is a registered copart broker so you can basically bid on anything on Copart.
