Whats a '68 Soft Window targa 912 project worth?
Got a lead on one that needs targa top rebuilt , rear window needs replacement completely (SWT parts intact) , interior is nasty, engine is supposedly rebuilt but isn't running, tires flat, needs paint, some minor rust issues. Sits outside under a bunch of tarps. Been sitting for about 5 years. Person wants 9k for it, but I cant get myself to pay that. Just on fixing the obvious as I mentioned, I could buy one already and cruising. The unknowns that come up could really throw things off. Thoughts?

Wish this was a 69... then it'd be ultra rare...1 of 11. I don't think these 68s can be worth that. There are 68 swt going for mid teens in southern calif...driving around too! I was on a drive this past weekend with Porsche guys from Houston Austin San Antonio and a guy had a 912 swt that he got a couple years ago for 2k. He didn't think the project was worth any more then 5k at best... but 5k is what the seller thinks the engine is worth! So...I'm lost.

another reference point. These are one of the few cars that can be restored properly w/o you being upside!

As usual, I agree with Macroni, but there is a limit where rust is concerned.
Be aware that if the car has been sitting under a tarp over grass or dirt for 5 years, the rust on the chassis has been fed all the moisture it needs to work overtime. Rust is the big litmus test on these. Minor surface rust can be coped with -- without going upside down. Chassis rust is an entirely different thing, sometimes requiring rotisserie restoration, which starts at five figures and goes up -- way up.

IMO there is 30,000 difference between the two blue cars. I can layout the budget.
Paint: $12,000 (total disassembly, minor rust / body repair etc...) chrome refinishing: $3000 (king of bling) Interior: $5000 (guages, carpet etc....) mechanical: $5000 (suspension, brakes, electrical) Contingency: $5000 (extra rust repair, etc....) I think the Stoddard car will require a special buyer.
