Not enough information. Why does it have a salvage title, for starters.

Exactly - when I read "salvage car with no title", I assume that the car is stolen.

Flood damage from 2000. Which then could've been a high enough dollar amount for just replacing the interior at the year 2000 value. I've confirmed the car isn't stolen through VIN checks and through three DMV offices.

I just turned it over for the first time tonight. Everything started up, but I need to properly go through the fuel system since it has been sitting so long.

All lights and gauges came on tonight when connecting a new battery for the first time.

You should try get title for it through you local dmv. It might not be as hard as your think.
They might ask you to write a statement of fact how you get the car or ask you for previous owners info.....
And you can sell it with title. At least worth high 10s with title it's perfect for someone turn it into track car or just want have a entry level 911.

To most people without a title it will only be worth money as a parts car. Few people would potentially be interested for track use.
Engine without having any info is worth $5000. Fuchs $1200 if 6s and 7s.

in my state you must get the car bonded, meaning you have to pony up a huge sum of money to the government relative to the market value. You don't get this money back and if someone comes forward and makes a claim to the car you'll have to fight them in court.

A while back someone offered me a free '71E with such a title. the government wanted a $16,000 bond based on the value of a concourse restored car. it wasn't worth it to me.

in my mind, this makes a car less valuable as a whole and more valuable as parts, unless you can find a buyer that only wants a dedicated track car.

The bond should be based off of the fair value of the car. The bond is at 1.5x the value of the vehicle. You don't pay that amount though. You pay around $15 for every $1,000 in stated value.
