RPM's vs Air Cooling

One thing I've always wondered. In high heat, is it better to:
1. Run at low RPM as to not generate too much engine heat. OR
2. Run higher RPM so the cooling fan spins faster, moves more air?

I had an intermittent Voltage Regulator problem in my 83SC. The tach was very unpredictable... it wasn't until my battery cooked that I replaced it. Since then, my Tach is perfect.
