According to the Redbook, the fifth digit (3) indicates an RoW (Euro) car. A USA car would have a "2" in that position.

Engine number would be 6390001-on

Option 150 translates to "No Emissions Systems for countries without unleaded fuel". Perhaps this is a ROW car, but replacement engine is now a U.S. catalyst (Katalysator)?
